Visit of “Education for Victory” No. 4 Participants to the EBRD: A Dialogue on Recovery, Infrastructure, and Trust

Participants of the fourth wave of the “Education for Victory” programme by Education for Victory visited the headquarters of the European Bank for Reconstruction and Development (EBRD) in London. This visit was a key part of the educational programme and provided a valuable opportunity for direct dialogue with representatives of one of the world’s leading international financial institutions.

The discussion focused on Ukraine’s post-war recovery priorities, including:

  • support for municipalities and regional development,
  • launching infrastructure and corporate projects,
  • development of capital markets,
  • public procurement policies,
  • principles of inclusion and increased competitiveness.

The visit opened with remarks by moderators:

Henry Fletcher, Head of Ukraine Hub, Impact and Partnerships, and Artem Shevalev, Alternate Board Director, Ukraine.

Two panel discussions framed the visit:

Panel 1: “Infrastructure and Municipal, Corporate Sector”

Focused on the EBRD’s role in supporting municipalities, infrastructure development, and the corporate sector.

Speakers included:

  • Denis Gaiovy (online), Associate Director, Infrastructure Europe (Ukraine).
  • Florence Bachelard-Bakal (online), Acting Deputy Head, Ukraine (Corporate Sector).

Moderator: Illia Borovynskyi, Associate Manager, Civil Society Engagement Unit.

Panel 2: “Financial Intermediaries, Capital Markets and Policy Engagements”

Focused on financial market development, public policy, inclusion, and procurement.

Speakers included:

  • Rada Tomova, Associate Director, Capital & Financial Markets Development.
  • Marko Stremsek, Principal, Gender and Economic Inclusion.
  • Yuliya Zemlytska, Principal, Sector Reforms, Competitiveness Governance & Political Affairs
  • Nourilya Moldakhmatova, Associate Director, Procurement.

In addition to the in-depth discussions, participants explored the internal structure of the EBRD, visited several departments, and gained insights into the Bank’s day-to-day operations. The informal part of the visit provided a platform for professional networking and the exchange of ideas.

This visit was an important step in strengthening trust between Ukrainian leaders and international partners. The format encouraged open communication, collaborative problem-solving, and the development of a shared vision for Ukraine’s recovery.
